Proposition No. 1

Levy Lid Lift for Emergency Medical Services

Adams County Public Hospital District No. 2 operates East Adams Rural Healthcare. It provides emergency medical care and other healthcare services to the residents of the public hospital district.

Under state law, public hospital districts are authorized to levy regular property taxes at a rate of up to 50 cents per $1,000 of assessed value for purposes of operating and maintaining emergency medical services. Because state law limits the amount that taxes can increase without voter approval, East Adams Rural Healthcare’s levy rate has declined over the years to approximately 32 cents in 2025.

East Adams Rural Healthcare’s publicly elected Board of Commissioners has determined that it is necessary to request approval to increase its regular property tax levy rate to 50 cents per $1000 of assessed value beginning in 2027. The levy will provide additional operating and capital funds to support the delivery of emergency medical services within the public hospital district. The 2027 levy amount will be used for the purpose of computing the limitations for the district’s levies in subsequent years.

Levy Lid Lift for Health Care Services

Adams County Public Hospital District No. 2 operates East Adams Rural Healthcare. It provides hospital and other healthcare services to the residents of the public hospital district.

Under state law, public hospital districts are authorized to levy regular property taxes at a rate of up to 75 cents per $1,000 of assessed value for purposes of operating and maintaining healthcare facilities and services. Because state law limits the amount that taxes can increase without voter approval, East Adams Rural Healthcare’s levy rate has declined over the years to approximately 52 cents in 2025.

East Adams Rural Healthcare’s publicly elected Board of Commissioners has determined that it is necessary to request approval to increase its regular property tax levy rate to 75 cents per $1000 of assessed value beginning in 2027. The levy will provide additional operating and capital funds to support the delivery of hospital and other health care services. The 2027 levy amount will be used for the purpose of computing the limitations for the public hospital district’s levies in subsequent years.
