Position Summary: 

As a member of the District Leadership team, the Chief Financial Officer will report to the CEO/Administrator and assume a strategic role in the overall management of the District. The CFO will have primary day-to-day responsibility for planning, implementing, managing and controlling all financial-related activities of the company. This will include direct responsibility for accounting, finance, billing, strategic financial planning, health information management, materials management, partner/vendor relationships and financial compliance. The CFO will also act as District Compliance Officer.

ESSENTIAL FUNCTIONS/MAJOR RESPONSIBILITIES:

  • May be responsible for the District operations, when assigned, in the absence of the CEO
  • Is responsible for the operating and capital budgets, including revenue and expense budgets, cash forecasts, profit planning, and programs for capital investments and financing
  • Facilitates communication among staff, management, vendors, and other financial resources within the organization
  • Manages the cost-reporting process and understands financial impacts
  • Provides assistance to the organization’s CEO, and leadership and guidance to designated departments to ensure the financial stability of the organization and that the delivery of patient/resident and healthcare service programs continues to respond to the needs of both patients and the community at-large
  • Provides guidance to capital equipment purchases
  • Provide leadership in the development for the continuous evaluation of short and long-term strategic financial objectives
  • Ensure credibility of Finance Department by providing timely and accurate analysis of budgets, financial trends and forecasts
  • Direct and oversee all aspects of the Finance, Accounting & Billing functions of the District
  • Evaluate and advise on the impact of long range planning, introduction of new services/ strategies and regulatory action
  • Establish and maintain strong relationships with the District Management team so as to identify their needs and seek full range of business solutions, including providing assistance with annual budget preparation
  • Provide executive management with advice on the financial implications of business activities
  • Present financial statements to District Board of Commissioners
  • Preparation and assistance with all external audits and communication with outside agencies
  • Manage cash & investments and related communications with District Treasurer
  • Review all District disbursements as District Auditor
  • Charge master maintenance & updates
  • As District Financial Compliance Officer:
    • Ensure compliance with Medicare regulations in District activities
    • Organize and facilitate compliance committee and related audits
    • Provide necessary education to District employees
  • Maintain current knowledge of governmental reimbursement methodologies to maximize district reimbursement from governmental programs, including expert knowledge and ability to navigate as well as maximize Districts position regarding the cost report.
  • Review, negotiate, and maintain all provider insurance contracts and ensure proper compliance and payment
  • Annual and quarterly reporting to all government agencies including DOH, Medicare, DSHS, DLI, DOR, IRS and other agencies as required
  • Provide recommendations on financial related issues to strategically enhance financial performance and opportunities
  • Ensure that effective internal controls are in place and ensure compliance with all billing and accounts payable regulations and applicable federal, state and local regulatory laws and rules for financial and tax reporting
  • Manage, review and approve preparation and finalization of monthly and annual financial reporting materials and metrics for District’s Board of Commissioners
  • Plan and delegate work assignments and work schedules
  • Conduct regular staff meetings to provide information and discuss concerns
  • Promote and facilitate interactive problem solving with staff
  • Investigate employee incidents accurately and promptly
  • Encourage staff career development and participation in professional organizations
  • Provide guidelines for measuring the quality of work
  • Attends and participates in Leadership meetings.
  • Attends and participates in Manager meetings.
  • Attends and participates in any off-site meeting if it is determined the attendance of the CFO is needed for the betterment EARH.

EDUCATION AND/OR EXPERIENCE:

Bachelor’s Degree in Accounting or Finance, Masters in Business and/or CPA highly desirable
10+ years in progressively responsible financial leadership roles, a minimum of 3 years in a healthcare setting is required, Critical Access Hospital experience strongly preferred. PC proficiency is essential (Windows environment) and strong working knowledge of Financial applications and Microsoft Excel is preferred.

Wage: $150,000-$200,000 DOE
